What is Child Care Works (CCW)?

Child Care Works (CCW) is Pennsylvania’s subsidized child care program designed to assist low-income families in affording reliable, quality child care. The program enables parents and guardians to work or participate in education and training programs while ensuring their children receive proper care.

Eligible families contribute a co-payment based on their income and family size, while the state covers the remaining child care costs. CCW is administered through regional Early Learning Resource Centers (ELRCs) across the state.


How do I apply for Child Care Works?

You can apply for CCW through the following methods:

  • Online: Submit your application via the COMPASS website.

  • Mail: Download and complete the Subsidized Child Care Application (CY 868) and mail it to your local ELRC.

  • Fax: Fax the completed application to your regional ELRC office.

  • Email: Some ELRCs accept applications via email. Contact your local ELRC to confirm.

  • In-Person: Deliver the application directly to your local ELRC office.

How long does it take to receive funds from Child Care Works?

Once your application and all required documentation are submitted, the ELRC will determine your eligibility. If funds are available, CCW payments may begin as soon as you choose a provider. The ELRC will inform you of the start date of subsidized child care payments on the enrollment summary. If funds are not available, your child's name will be placed on a waiting list, and the ELRC will notify you when funds become available.


What do the application steps look like?

  1. Determine eligibility with Mirza Scout.

  2. Fill out the Subsidized Child Care Application (CY 868) or apply online through COMPASS.

  3. Send your completed application to your local ELRC via mail, fax, email, or in person.

  4. Submit all necessary documents to verify your eligibility (see the next section for details).

  5. The ELRC will review your application and documentation to determine eligibility.

  6. Choose a licensed child care provider that participates in the CCW program.

  7. If approved and funds are available, CCW payments will commence, and you will be responsible for any required co-payments.


What documentation is required when I fill out my application?

  • Proof of Identity and Residency:

    • Valid photo ID (e.g., driver's license)

    • Utility bills or lease agreements

  • Income Verification:

    • Recent pay stubs

    • Tax returns

    • Proof of other income sources (e.g., child support, unemployment benefits)

  • Employment/Education:

    • Employment verification letter

    • Class schedules or enrollment verification for educational programs
