What is the Childcare and Parent Services (CAPS) Program?
The CAPS Program, administered by the Georgia Department of Early Care and Learning (DECAL), provides childcare scholarships to eligible families. Its goal is to help parents work, attend school, or engage in training by reducing the financial burden of quality childcare.
How do I apply for CAPS?

Visit Georgia Gateway and create or log into your account.

Select “Child Care and Parent Services” under the list of assistance programs.

Complete the online application and upload required documents.

A CAPS staff member will call to review your application and confirm eligibility.

You’ll receive notification—approved or not—within 30 calendar days.
You can also apply by downloading and submitting a paper application from caps.decal.ga.gov via mail or email.
How long does it take to receive funds?
Once approved, DECAL issues a childcare scholarship certificate, and your provider can begin billing CAPS. Generally, providers are paid based on submitted bills, minus any required family co-pay.
What do the application steps look like?

Log in or register at Georgia Gateway and select CAPS.

Complete initial screener; continue on if you're eligible.

Fill out full application, upload documents, and electronically sign.

Submit the application and save your confirmation/tracking number.

A CAPS staff member will follow up to finalize the eligibility review.

If approved, your provider starts billing CAPS and your coverage begins.
What documentation is required when I fill out my application?
You’ll need to upload or submit:

Proof of Georgia residency and your identity (e.g., GA driver's license, ID card, lease, utility bill).

Child’s birth certificate, citizenship or immigration status documents, and up-to-date immunization record.

Proof of income, and parent or guardian activity (employment, school, training)—at least 24 hours/week, or 35 hrs/week for two-parent families.
Common FAQs
1. What ages are eligible?
Children up to 12 years old, or up to 18 if they have a disability or court-ordered supervision.
2. Is there a cost for families?
Yes—you pay a co-payment (up to 7% of income), with DECAL covering the rest up to a maximum rate.
3. Can I choose any provider?
Yes. Choose any licensed, Quality Rated, or license-exempt provider, including home-based care or relatives.
4. What if funding runs out?
CAPS is not an entitlement program. Priority groups receive funding first, and availability depends on current state and federal funds.
5. How often do I renew?
You must complete annual redetermination through Georgia Gateway to continue receiving support.
