What is the Dual Language Learners (DLL) Scholarship?

The DLL Child Care Scholarship helps families whose home language is not English. It gives free or low-cost, high-quality child care for children aged 0–12, while parents work, go to school, train, or attend ESL, mental health, or substance-abuse programs. This ensures children who speak another language get the support they need.


How do I apply for the DLL Scholarship?

  1. Apply through the SC DSS Benefits Portal:
    Use the SDSS Child Care Scholarship portal to apply and upload your documents.

  2. Tell SC DSS you're applying under the DLL category:
    Designate your child as a DLL when you apply.

  3. If you have questions or need help:

There are no paper, fax, or in-person options; apply online only.


How long before I get help?


What do the application steps look like?

  1. Confirm eligibility criteria
    Child is 0–12, family income is ≤ 55% of your county's State Median Income, and you’re working, in school/ESL, training, or receiving treatment. 

  2. Apply online
    Fill out the application and specify DLL, then upload all required documents.

  3. Choose an ABC Quality provider
    Scholarships only apply at providers rated by ABC Quality.

  4. Provider connects child in the online system.

  5. Provider submits hours and gets paid directly each month.

  6. Services continue for 52 weeks, with co-pay waived for families.


What documentation is required?

Language Category (DLL)

  • Indicate that the home language is not English on your application

Parental Activity Proof

  • Work schedule or pay stubs

  • School, ESL, or training enrollment letter

  • Treatment program documentation (if applicable)

Child’s Age

  • Birth certificate or official ID

Proof of Residency & Income

  • SC address (utility bill, lease, etc.)

  • Proof of income (pay stubs, tax returns, or benefits letters)

Provider Information

  • Your provider must be ABC Quality–rated and connect your child via the portal
