What is the Minnesota Early Learning Scholarships Program?

Scholarships can be used at eligible early learning programs rated through Parent Aware, Minnesota’s quality rating system. How do I apply for Minnesota Early Learning Scholarships?

Families have two application pathways:

  • Pathway I Scholarships (for families directly):

  • Pathway II Scholarships (through select early learning programs):

    • Apply directly with participating early childhood programs that have been awarded Pathway II funds.

Application options may include:

  • Download and submit a paper application via email or mail to your Area Administrator.

  • Inquire in person at participating early childhood programs (for Pathway II).

How long does it take to receive funds from Minnesota Early Learning Scholarships?

Timelines vary by Area Administrator and availability of funds, but typically:

  • Pathway I applicants hear back within 4–6 weeks after submitting a complete application.

  • Pathway II applicants receive funding decisions through their early childhood program, often within a few weeks of application.

What do the application steps look like?

  1. Check eligibility criteria based on child’s age, family income, and priority factors.

  2. Locate your Area Administrator using this contact list.

  3. Complete the application form — either paper or online if available from your Area Administrator.

  4. Gather required documentation (see below).

  5. Submit your application and documentation to your Area Administrator via email, mail, or in person.

  6. Receive a determination letter or funding award notification.

  7. Enroll your child in an eligible Parent Aware-rated program.

  8. Scholarship funds are paid directly to the early learning program on behalf of your child.
