What is First Steps 4K?

First Steps 4K is a free, full-day preschool program for eligible 4-year-olds in South Carolina. It’s offered at over 300 private, nonprofit, and faith-based child care centers and schools statewide. The program helps prepare children for kindergarten and beyond. Families can also apply for extra child care scholarships for before/after school care and siblings.

How do I apply for First Steps 4K?

You can apply online only through the official First Steps 4K application portal: Apply here

Documents you’ll need to upload:

  • Certified birth certificate

  • Proof of South Carolina address (driver’s license, lease, utility bill)

  • Proof of income or benefits (Medicaid card, SNAP/TANF card, or income documents)

How long before I get services?

Once you apply and submit documents:

  • Your application is reviewed

  • You’ll get an email about your eligibility

  • If approved, your chosen provider will contact you for enrollment

  • Start dates typically align with the school year in August

What documentation is required?

Child’s Age Verification

  • Certified birth certificate (child must turn 4 by September 1 of the school year)

Proof of South Carolina Residency

  • SC driver’s license or state ID

  • Utility bill, rental agreement, or mortgage statement

Proof of Income/Eligibility

  • Medicaid card

  • SNAP/TANF card

  • Tax return or pay stubs

  • Other family income documents if requested

Yes — classes run during the full school day for 180 days per year.

Yes — families with a child in First Steps 4K can also apply for child care scholarships for siblings ages 0–12.

Once your child is enrolled in 4K, you may be eligible for before/after school care scholarships for them and their siblings.
