What is the First Steps Child Care Scholarship?

South Carolina First Steps partners with DSS to offer free or low-cost child care scholarships for children ages 0–3 and 3–5, helping families access quality early care and get ready for school. These scholarships support the whole family and allow parents to work or attend school. The money goes directly to licensed, quality-rated child care centers in your area.


How do I apply for the scholarship?

You apply online only, through your local First Steps partnership or directly through DSS’s Child Care Scholarship portal:

  • Find your local First Steps office and ask about the scholarship

    • Each local office handles eligibility and can connect you to care

  • Apply through the DSS Benefits Portal: DSS Child Care Scholarship Portal

All applications are digital—no paper, fax, or in-person options.


How long before I receive care?

  • Once approved, scholarship funds are paid directly to providers

  • Care begins as soon as your child is enrolled at a licensed, quality-rated center

    • Funds are paid monthly, with no family fees for many families

What do the application steps look like?
