What is the New Jersey Child Care Assistance Program (CCAP)?

The New Jersey Child Care Assistance Program (CCAP) is a state-funded initiative designed to help income-eligible parents and guardians pay for child care. Administered by the New Jersey Department of Human Services (DHS), Division of Family Development (DFD), CCAP supports families who are working, attending school, or participating in job training programs. The program aims to alleviate the financial burden of child care, enabling parents to maintain employment or pursue educational opportunities.


How do I apply for CCAP?

  1. Download the application from the Documents section on the CCAP webpage or request one from your local Child Care Resource and Referral (CCR&R) agency.​

  2. Along with the completed application, submit all necessary documents to your CCR&R agency. These documents typically include proof of income, school/training enrollment, and household size.​

  3. The CCR&R agency will review your application within 10 business days and determine eligibility within 30 calendar days. You will receive a notification indicating your eligibility status or if additional information is required. 


How long does it take to receive funds from CCAP?

Once approved, you have 60 days to begin using your child care benefits. Payments are made directly to your approved child care provider as specified in your Parent/Applicant and Provider Agreement (PAPA). What do the application steps look like?

  1. Ensure you meet the eligibility criteria, including residency, income limits, and work/school/training requirements.​

  2. Collect necessary documents such as proof of income, school/training enrollment, and household size.​

  3. Fill out the application form accurately and completely.​

  4. Submit the completed application and documents to your local CCR&R agency.​

  5. The CCR&R agency will review your application within 10 business days and determine eligibility within 30 calendar days.​

  6. You will be notified of your eligibility status and any further steps.​

  7.  If approved, sign the Parent/Applicant and Provider Agreement (PAPA) and the e-Child Care Parent/Provider Responsibilities and Agreement.​

  8. Start using your child care benefits within 60 days of approval.​


What documentation is required when I fill out my application?

Identity Verification (only 1 is needed)

  • Government-issued photo ID (e.g., driver's license, passport)

  • Social Security card or ITIN (if applicable)​

Proof of Residency (only 1 is needed)

  • Lease agreement or utility bill with your name and address

  • Official mail (e.g., from a government agency)​

Proof of Income (only 1 is needed)

  • Recent pay stubs (last 30–60 days)

  • Tax returns (most recent year)

  • Unemployment benefits statements​

Proof of School/Training Enrollment (only 1 is needed)

  • Current class schedule or enrollment verification

  • Birth certificate or legal guardianship documents
