What is the Pittsburgh Public Schools Early Childhood Program?

The Pittsburgh Public Schools (PPS) Early Childhood Program offers comprehensive early learning opportunities for children from birth to age five. The program includes various options such as Early Head Start, Head Start, Pre-K Counts, and tuition-based preschool services.

These programs are designed to support children's cognitive, social, emotional, and physical development, preparing them for successful entry into kindergarten. Services are provided in multiple locations across the city, including PPS schools, stand-alone centers, and partner childcare agencies. 


How do I apply for the Pittsburgh Public Schools Early Childhood Program?

  • Online Application: Complete the online Early Childhood application available on the PPS website.

  • In-Person Assistance: Contact the Early Childhood Main Office at (412) 529-4291 (select Option 2) for guidance or to schedule an appointment for assistance with the application process.

How long does it take to receive services from the Pittsburgh Public Schools Early Childhood Program?

The timeline for enrollment and commencement of services varies:

  • Lottery Period: Applications submitted during the lottery period (February through March) are processed, and families are notified of placement decisions by mid-May. 

  • Rolling Enrollment: Applications submitted after the lottery period are considered on a rolling basis, and placement depends on space availability.

  • Waitlist: If no immediate space is available, the child may be placed on a waitlist, and families will be contacted when a spot becomes available.


What do the application steps look like?

  1. Ensure your child meets the age and residency requirements. Children must be at least 3 years old by September 30 of the enrolling school year and reside within the Pittsburgh Public School District. 

  2. Collect necessary documentation, including proof of age, residency, income, and health records.

  3. Fill out the online application form available on the PPS website.

  4. Submit the completed application along with the required documents through the online portal or by contacting the Early Childhood Main Office for assistance.

  5. During the lottery period, expect placement notifications by mid-May. For rolling applications, the timeline may vary based on space availability. 

  6. Once accepted, complete any additional enrollment forms required by the program or specific provider.


What documentation is required when I fill out my application?

  • Proof of Child’s Age (provide 1 of the following):

    • Birth certificate

    • Passport

    • I-9 form

  • Proof of Residency (two documents required):

    • Utility bill

    • Driver’s license

    • Rent or mortgage agreement

  • Proof of Income (provide 1 of the following):

    • One month's worth of pay stubs

    • W-2 Wage and Tax Statement

    • DHS benefits statement

    • Income tax return from the last calendar year

  • Health Records:

    • Immunization records

    • Recent physical and dental exam reports

    • Enrollment is free for income-eligible families through programs like Head Start and Pre-K Counts. Families exceeding income guidelines may opt for the tuition-based program.

  2. Does my child have to live in the Pittsburgh Public School District?

  3. What if my child turns 3 after September 30?
